This is very clear. Now depending on the Constitution in your association you may or may not have the right to impose rules at the provincial and club levels. This depends on each association.
The question that I was asked was if I knew of any association where the ITTF rules were not implemented at the club level. And my answer was that yes in several associations this is the case (even in Germany with the 40mm ball) and in particular in England where several club competitions will continue to use the 21 points system.
The ITTF does not know what constitutional authority each national association has, as they vary from association to association. This is why the ITTF rules apply to the international level, then it is up to each national association to adopt them nationally and as deep or as far as their constitution allows them.
It is true that a club does not have to follow the ITTF rules. This is a fact. However, it depends on the structure in each country and how the club is linked to the national rules. If your national rules must be followed by the Clubs, and they have adopted the ITTF rules, then surely the club will be following the ITTF rules indirectly. In some countries, as England, that is not the case.
