2. new service rule: all you say is true. Your points are well taken. Unfortunately the text you propose has many loop-holes and the challenge is to find the correct text that all can interpret the same way. in my opinion we will reach this agreement on 5 April at our AGM in Zagreb, Croatia.

Mr. Sahara: The last note concerned the 40mm ball and the price of such balls in the U.S..
Now, I shall turn the attention to the 11 point game format. The 11 point game is not well received in the U.S. in my area and some small clubs are still playing 21 point games.
The new service rules are interesting. More realistically, if the present rules were inforced, there would be no need for adjustments to the rules. Most high toss serves are struck behind the trunk of the body, which is illegal, and if the Umpires wanted to prevent hidden serves, they could be very picky about this rrule and force the players to make it more visible.
The idea is to make the serve more visible and not try to have the Umpire try to determine whether something entered an invisible or transpanent "triangle". This is going to be very hard to inforce in the U.S. This will be like the regluing rules, which are not enforced here. If I may, Sir, I would like to submit some wording on behalf of the service rules.
" The service shall begin with the ball resting on the palm of the open, stationary free hand.Throughout the entire service motion and procedure, the ball shall remain closer to the net than any part of the server's body, or no part of the server's body shall be closer to the net than shall be the ball.
The server shall conduct the service with his body totally within the confines of the net, or no part of the server's body shall be outside of the net posts.
Once again, Sir, the enforcement shall be the key. In order to make the sport more popular, I would suggest that the aspect ratio be lowered to 0.9 maximum from 1.1.
