DEVELOPMENT PROGRAM 2004-2005

MISSION STATEMENT
Oceania Table Tennis Federation aims to provide quality Coach Education, Administration, Development of Officials, assist with attaining membership of OTTF, ITTF, and IOC and Development support in order that Oceania Countries have the opportunity to develop from beginner through to Olympic level.
OBJECTIVES
1. To create, promote and publicise a coordinated program of International Competitions in the Oceania Region, and to encourage Member Countries to participate in Regional and International events.
2. To create an integrated Coaching structure that incorporates coach education, and player development at club, national and international levels.
3. To create an integrated Umpiring structure that incorporates umpire education, participation and development at club, national and international levels.
4. To identify Administration as the foundation upon which all objectives will ultimately rest. To develop an administrator development plan, which will incorporate a training program to provide officials with both vision and management, skills required to maintain an administrative structure that meets the needs of the Oceania Region.
5. To create a Schools Program based on TOPS Table Tennis in Schools Program, with a pool of teachers able to co-ordinate the skills and competition components.
6. To ensure that adequate standards of Equipment are available in each member Country.
The general aim of the program is to enable each Member Country to become self supportive by developing an infrastructure of administration, coaching and officiating with clear Development plans in place.
ATHLETE DEVELOPMENT
OBJECTIVE: -
To create, promote and publicise a coordinated program of International Competitions and training camps in the Oceania Region and to encourage member countries to participate in these Regional and International Events.
AIMS:
Eg: Oceania with Regional Championships [Polynesia, Micronesia, Melanesia],
Oceania and South Pacific Games, or Oceania and Samoa Games.

COACHING DEVELOPMENT
OBJECTIVES: -
To create an integrated coaching structure that incorporates coach education and player development at club, national, and international levels.
AIMS:
1. To produce coach education resources for the benefit of coaches within the structure, for use during Development Officer visits and Seminars.
2. To train a nucleus of tutors to provide coach education.
3. To maintain accurate lists of OTTF and ITTF Accredited Coaches, via the OTTF web site. This will now follow the new ITTF accreditation path.
4. To implement an Accreditation System for Coaches incorporating the following:
a. There shall now be six levels of coaches:
¨ Community Leaders course 3 hour certified course
¨ School teachers Course (formally Level 0) 6 hour certified course
¨ Club Coach Course (formally OTTF Level 1) 12 hour certified course
¨ ITTF Level 1 course 24 hour certified course
¨ Oceania Level 2: - National highest level within country, capable of Level 1 Coach Education
¨ Oceania Level 3: - International with national teams or players, capable of Level 2 Coach Education.
Community Leaders, School Teachers, Club Coaches:
· Training conducted in participants own country
· Minimum Level 2 or 3 OTTF coach to conduct courses
- Must have had in-service training by OTTF DO or ITTF approved tutor.
- Final approval by Oceania DO
-Only list of approved course conductors on OTTF website, no lists of coaches completing these courses
· All countries to be asked to host Courses every year.
ITTF Level 1 Coaches:
· Training conducted in participants own country
· Minimum Level 2 or 3 OTTF coach to conduct courses
- Courses only to be conducted by OTTF Development Officer or ITTF approved course conductors.
- Selective list of Course conductors on OTTF website.
- Final approval of course conductors made by ITTF Development Manager
- All ITTF level 1 coaches to be listed on OTTF website
Oceania Level 2 National Coaches:
· Training in regional coaching courses
· Trained by approved ITTF tutors only
· List of coaches on OTTF website
Oceania Level 3 International Coaches:
· Trained at Oceania Level 3 Courses.
· List of coaches on OTTF website

5. Information Flow
· The OTTF web-site to contain coaching information for the benefit of coaches in the region
· There should be formal meetings of coaches present at all International Tournaments within the region.
· Certificates should be awarded to accredited coaches.
UMPIRING DEVELOPMENT
OBJECTIVE: -
To create an integrated umpiring structure that incorporates umpire education, participation and development at club, national, and international levels.
AIMS: -
1.To develop three levels of umpires as follows:
· Oceania Umpire, OTTF approved;
· National Umpire, ITTF approved;
· International Umpire, ITTF approved
Oceania Umpire:
· Trained in their own country, Olympic Solidarity Courses, or Oceania Championships;
· Trained by International Umpires or Oceania Development Officer;
· Syllabus to be a shortened version of ITTF;
· All Member Countries to host Oceania Umpires Course during Development Officer visits.
National Umpire:
· Training at major events in Oceania Region;
· Trained by Oceania Umpires Co-ordinator or approved International Umpires;
· Syllabus to follow Table Tennis Australias National Umpires Course
International Umpires:
· Training at major events in Oceania Region;
· Trained by Oceania Umpires Co-ordinator or approved International Umpire
· Syllabus to be set by ITTF.
Certificates to be awarded to all Accredited Umpires.
2.To maintain an accurate Accredited Umpires list via the OTTF Web Site.
ADMINISTRATION DEVELOPMENT
OBJECTIVE: -
To identify Administration as the foundation upon which all objectives will ultimately rest. To develop an administrator development plan which will incorporate a training program to provide officials with both the vision and management skills required to maintain an administrative structure that meets the needs of the Oceania Region.
AIMS: -
1. To provide Administrator Education during Development Officer visits.
2. Biannually review the Oceania Constitution at Oceania General Meetings.
3. To review and analyse administrator development programs currently being undertaken in Australia and New Zealand with the aim of taking a coordinated approach within the region.
SCHOOLS DEVELOPMENT
OBJECTIVE: -
To create a Schools Program based on TOPS Table Tennis in Schools Program, with a pool of teachers able to co-ordinate the skills and competition components.
AIMS: -
1. To promote widely the TOPS Table Tennis in Schools Program which encompasses all aspects of school development and is based upon skills training and competition appropriate to the childs maturation level.
2. To ensure the policy and structures created are compatible with the diverse school systems and cultures within Oceania.
3. To host a Seminar/Workshop for interested parties at Oceania Championships, South Pacific Games, Olympic Solidarity Courses and Oceania Development trips to provide information, plan and prepare the infrastructure requirements, and decide upon the format of school development and competition.
4. To develop suitable personnel to implement the TOPS Table Tennis in Schools Program.
RESOURCE DEVELOPMENT
OBJECTIVE: -
To ensure that adequate standards of equipment are available in each of the Member Countries.
AIMS: -
1. To maintain a record of the current supply situation in each Member Country.
2. To assist countries to make equipment more readily accessible to members.
Assistance for the supply of equipment can be obtained from Butterfly during
Oceania Development Officer visits, with each country visited receiving 20 rackets, and 2 gross of balls [288], free of charge, as well as access to wholesale prices.
